I haven't been using NMM for a while, so I really don't know how current version behaves.I wrote a guide about how to fix this damn thing, but lurking patches (if this is the case) are always hard to fix. LOOT or (in this case perhaps better) TES5Edit may tell you what game thinks that is missing.

I do recommend using LOOT to sort your load order, if you ever add any mods to your game. Load order is very important for modded game.Clean install may be the best choise, if you suspect that obsolete patch file is causing a problem. Normally you wouldn't need to do that, but if recreating Bashed Patch and placing it properly did not help, then there are likely some obsolete files in your Data folder. Make sure to delete your whole Skyrim folder, before installing game again, so that the same problem does not come back to haunt you. No, it shouldn't make any difference.

Just make sure your DLC's are in the load order Dawnguard, Hearthfires, then Dragonborn.
